To be fair it doesn't really matter if the Soviet Union was actually communist as its status as the foremost "communist" power during the Cold War is unchanged. Now, yes, Stalinist communism may or may not be significantly different it's important to note that the Soviet Union was more or less influenced by Leninist leanings during its existence. As we also know Leninism was effectively the first actual instance of communism, so Leninism can be considered the benchmark for the realistic application of communism. Thus leading to the association of "communism" with Leninist principles.
If I may throw my 10 cents (or, as a Marxist, my 10 labor-vouchers) in, I don't think that "was the USSR communist?" is the correct question - communism is either an abstract utopian society which can't even be positively defined or the subjective belief that we should struggle to actualize that society. The USSR obviously wasn't the former according to anyone, and I don't think it matters if the USSR was the latter because it places too much weight on the subjective beliefs of state actors. Marxism predicts that the overthrow of capitalism will be characterized by control of the state by the worker, either directly through some democratic model or indirectly through a vanguard of statesmen and intellectuals who act in the interests of the proletariat. So for me, the important question is, "to what degree was the USSR proletarian?" I think the answer to that is a sound "no", because the failure of international socialism to overthrow the global capitalist order necessitated competition between the USSR and the rest of the capitalist world. This competition, as with all competition in capitalism, lead to the exploitation of Soviet workers (we can't beat the Americans if our workers aren't working as efficiently as the American workers, which means less "pay", harder hours, worse conditions, etc.). So I don't care if Joseph Stalin, as an individual, really believed in building socialism or if he was just a power-hungry opportunist, or somewhere in between. I don't think that's a proper Marxist way of looking at the USSR. What matters is how the state's actions serve the interests of a particular class, and I don't think anyone could conclude that the USSR served the interests of the working class. So on Marxist terms, you could say the USSR was not a socialist or a communist state.

Paradox Interactive could we have an expansion that covers the Polish-Soviet War (February 1919 - March 1921) with a lead up to WW2 for Poland? It would be interesting to watch all of the instability in Russia, Germany and Italy rocking Europe in the aftermath of WW1. The Soviet Ukraine and Soviet Russia didn't unite till 1922, so it would be interesting to play as the freedom fighters in Poland trying to assert its independence. Not to mention being a newly formed nation seeing and experiencing the global effects of the Great Depression and watching the Crippling War Reparations on Germany push the Germans into extremism. Watching Mussolini and Hitler's rise to power and the world loses its mind.

+Pokiz It is. I heard it several times when they were playing Hoi4 on paradox extra. I think I mostly heard it when they were playing Communist France, but I am not sure.
