    I like the ingenuity and resourcefulness given the laws in your area. Keep grinding away, you'll get to a gravity setup you're happy with. A simple setup would be to drill a 3/4 inch (19mm) hole in the bottom of a 5 gallon (20L) bucket. The bucket becomes both a water tower, and water for a bucket classifier. You can classify and run dirt all in one step (dig your sluice into the ground below). A full 5 gal bucket should give you 30-40 seconds of flow, then refill. Just put 3 x 3/4 inch PVC legs on the 5 gallon bucket to raise it up as a 'tripod'. Could also use your bigger garbage bin as the reservoir, though I'm not sure PVC legs would be strong enough to support the heavier weight of water (though possibly). Good luck, and have fun.
