If responsible adults and no children are allowed out there it’s a wonderful spot but don’t we all have that one friend or family member who goes too far? It is a very nice area though. Good job French Man!
Safety rails are specifically set to a safe height to stop people from accidentally falling and younger children climbing. The floor has been raised and a permanent planter built along the front which would almost certainly make it illegal, regardless of how much or little someone had to drink.
Seeing people build such beautiful things from scratch makes me hold such enormous amount of respect for them. The very sight of a tool box gives me anxiety. I wish I had such talent 😔

It's a terrace, not a balcony, so I think that there's a regular flat beneath it. It's like a flat part on the roof. (If you pause at 0:19, you can see a railing in the right upper corner, that's another terrace)
