7:20 probably the frame limiter is turned off. 3D era GTAs are broken if they go over 30 fps. Also in the mission "You had your chips" you can get 2 mafia guys as drive by passengers just like the balla. A brown Admiral arrives with the 2 gunman inside after you destroy the machines and you can just steal it and drive away with them
2:06 I had the same thing happen i nmy GTA SA Mobile end game playthrough, but it's all four of those 14 orange dudes driving their motorbike in unison.

There are many mods that let you change the framerate. Framerate vigilante for example. :)
I don't even complain about the animations, maybe there were 2-3 of them and so the game doesn't understand which animation to use in some moments
