It's not a good card, at least not anymore.
A console like experience at 30fps I'd suggest using medium or low or turn on fsr upscaling
Been looking for a 40 fps card. 1660 Super and Ti seem to be the perfect choice.
you can easily get 70 + with the right settings. This guy is treating this gpu like a rtx 3090
