I don't know if you noticed, but there is a Grandmaster player in KR who only plays Garen mid with TP and Conqueror, and the third item he usually buys is RFC, I was watching his games for a while and in most of them he goes full critical, he doesn't buy any defensive item, not even DMP, you could try that build sometime.
Probably has better macro then erislash for that.

Why is Black Cleaver win rate so low on Garen? Is it just crit is that much better? I remember maybe 5 years ago black cleaver was his best item

because crit items such as dominik and mortal reminder are 2x times better
