The processor on the Dell 3490 looks soldered. Older laptops used to have sockets (i.e. 3rd gen core-I7) and the process was just a screw you turned to unlock the processor from the socket and put in the new one. I recently did that for Lenovo E531 to take it from Core I3 (dual core) to Core I7 (quad core). Processor was $100 and just needed to add new thermal paste under the heatsink. BIOS recognised it right away.
