Its impressive, how the LAPD SWAT at the time was only equipped with MP5s they had to go to a local gun store, steal a bunch of AR-15s to deal with them, if anyone asks, this is the reason patrol cops are equipped with AR-15s now adays. (Edit: response bellow, clears out any wrong information on my comment.)
At the time SWAT were the only ones who had AR15 platforms in their racks. It was the Patrol Officers/Street cops who were not equipped with AR15s or any intermediate Rifles and had to commandeer Rifles from local gun shops. About a month or so later a Nebraska police chief had asked his SWAT Commander to write a paper explaining why street cops needed an intermediate caliber rifle to better combat situations.

Maybe weld some steel scrap armor to weak-points like doors and windows and try to cover tires or better yet, steal a better vehicle before-hand that could handle the weight of being up-armored to a degree. And perhaps a second swap vehicle that's a bit faster and inconspicuous to swap to later should they manage to somehow lose the cops. But it's not like these guys were actually trying to get away with it, they just wanted to take on the police and test their mettle. I don't think they even cared about the money.

AND the Ak is "a weapon designed for war." The AR was designed as a sporting rifle originally. But the AK was 100% funded and and designed by the Soviet government and war machine. Like the other guy said, HV is for armor-pen. It's not as good at penetration as rounds with a tungsten core or anything, what we know as AP rounds. But the entire point of increasing the velocity is to increase penetration against armor.
