Even if India does chip manufacturing only it would be very beneficial, it would generate lot of jobs , even the tsmc which hold 65% of semiconductor market just manufactures the designs of different countries, USA is the leader in chip designing. But India is focusing not only on manufacturing but also in designing so we would get benefits of both.

Not true. Any state that has infrastructure will benefit. Think of Kerala. It has 100 percent literacy. Its people go out of the state to work. Why? Why does the Kerala government not attract huge investment. The Center can only do so much. The rest is about state governments. Look at Telangana or Tamilnadu.
