Chthon isn't even close to the most powerful of gods, or even demons. He's one of the Elder Gods of Earth, and he consumed a bunch of other Elder Gods when he became a demon, but that's basically small change compared to beings like the Celestials, Galactus or the Living Tribunal, who could tell off multiple pantheons of Earthly gods at once. Chthon and Set (another Elder God trapped in an adjacent dimension) were chased off by Atum (Ra in the Egyptian Pantheon), who was created by the Demiurge (the sentience of Earth's Biosphere) and Gaea (Mother Earth). Now, in his own dimension, Chthon is basically all powerful, because he would have built/changed the dimension to work that way, and like most powerful beings he has trouble crossing big dimensional boundaries casually (presumably Chthon and Set fled to such dimensions so that Atum couldn't follow and devour them), but that doesn't make Chthon scale that high, in the grand scheme of things. The problem lies in that the godly pantheons have sworn to the Celestials to not interfere with humanity, so they're not getting the power boost from worship that they would need to fight off Chthon or Set if they came back. Though Atum/Ra could probably still devour them, the fight would devastate the Earth. When Atum fought Set after Gaea wanted mammals to replace reptiles (who worshipped Set), it took a million years for Atum to force Set to retreat. That's not the kind of thing humanity could survive. But that's still like a 3rd tier power scale conflict, where the One Above All is 1st tier and all the conceptuals (Living Tribunal, Eternity, Death, Celestials, etc) occupying 2nd tier.

Over use him and he becomes a punching bag. Set or Chthon showing up should be apocalyptic events requiring half the Marvel roster to show up to drive them back, not as a side story for a Venom arc. It could be a case that Marvel had to trot out Chthon for trademark purposes and did so in the laziest possible way, but it's a bit of a waste.

If they don't publish stories with Chthon in them, their trademark will lapse after a while (IIRC 17 years). This is why many characters get rebooted every couple decades or make cameos in comics they normally wouldn't. The most obvious example of this is Captain Marvel, a trademark held jointly by both Marvel and DC (legal stuff happened). After Marvel had Mar-Vell die off, they eventually had to make a new Captain Marvel, and once she changed her superhero name to Photon, they made Carol Danvers the new Captain Marvel. DC's Captain Marvel was popular enough that they could just keep him around in regular rosters or his own comic book.
I think this is honestly one of the coolest comics to have come out. For one, I’ve always been a fan of DC comics when it comes to how they portray their most powerful gods and deities in their universe, comparatively to Marvel because I always feel like in DC. There’s a bit more of a nuance and storyline with how they’re depicted….and secondly, I really like the idea of Dylan being shown a dystopian matrix like society. I also would argue that the Symbiotic machine creatures honestly feel way more reminiscent of the matrix than sky-net though. But I can see it being relatively comparable to either universes
