EAS Required Monthly Test: From the station's perspective

  • Ever wondered how a radio station runs a Required Monthly Test of the Emergency Alert System? Here's a look at how we do it.
    The Required Monthly Test is typically originated at the state level by the state's emergency management or homeland security agency, and propagates down through the system to individual participant stations in that state. FCC rules state that we must rebroadcast it within 60 minutes, but your state's EAS plan may require something different. Some stations will automatically rebroadcast these tests immediately.

    Usually here, we announce that a test is about to happen. I want to say those words one day, it's my life long dream to be the person to say over the air "This is a test of the emergency alert system"

    So, why does it seem like not very many stations, radio and TV alike, have an audio message announcing the required weekly and/or monthly tests to be heard before the tones are transmitted, nor are there very many post tone transmission announcements?
    In other words, Why does it seem as though EAS test aren't, by and large, performed/transmitted in the same way EBS tests were?

      Gotcha. Well in all honesty, I miss the EBS days in that regard; at least in those days, tests were always conducted during commercial breaks instead of interrupting regular programming and, as I mentioned, you knew right away "this is only a test" because You were told as such in an opening announcement. It's quite startling to be watching TV or listening to the radio and all of a sudden, without warning, the EAS tones start blaring; you don't know if it's a test or not at first. It's especially startling if it's in the middle of the night.
      And, that's another thing. Wire tests, regardless if they're RWT's or RMT's, so often conducted in the overnight hours? Most people aren't awake in that timeframe and thus, There are fewer people taking stock of what the tones sound like so they'll know in case of an emergency. Why is this the case with the EAS, but it was never the case back in the EBS days? Also, conducting our WT's specifically in the overnight hours didn't, at least in my memory anyway, seem to be a thing at first. For about the first couple years or so of the system being in use, in my area at least, tests typically came on during daylight hours.

      Just in odd-numbered months typically. Our overnight guy handles it in the even numbered months when Ohio runs the RMT at 3:45 AM, but this video is from October 2021!
