The menu was probably intended, and maybe Feixiao too since they learned from Acheron, but Acheron was likely not intended. At least not explicitly. They probably just applied a filter to all sounds during Acheron's ult, and Robin's singing was included in that. They may have noticed it before release and decided to keep it in, but I doubt it was an intentionally considered feature.
