When trying this I get a "cannot communicate with ecu" message. Does this indicate an ecu problem or has the autel device not properly synced with vehicle?

Did you try turning on the flashers...? That's usually what you do with the prox pushbutton vehicles to communicate.... Turn on the emergency flashers....
The 2017 to 2020 models are no longer showing the ability to generate a simulator key. Before, it worked normally, but now the GENERATE SIMULATOR KEY option has disappeared. What do I do? On the 2023 model, it appears normally.
i did a 21 Tacoma today, I had to pull the immo box and connect the gbox breakeout cable and read immo data that way. could not read via obd due to not having any power.

You have to buy it from dealer or a locksmith with vehicle security licence and it depend on the vehicle (type of toyota)
