Using v-sync fixes this but is a bad solution... I think the issue is linked with the same sort of issue that occurs when the frame rate axceeds a certain amount in normal gameplay (~140 FPS). Game just stutters for no reason. Menus probably bug out because the FPS shoots up to crazy amounts and Rockstar's outdated engine goes clown mode.
I found a few solutions 1. Turn on V-Sync 2. Cap the fps lower than 180fps (seems its a rage engine problem handling high fps) (you could use RTSS, NVCP or AMD Adrenaline to cap them) 3. Use fullscreen mode
The funny thing is, I've had GTX 750 , i5 - 4440 , 8 RAM on Windows 7. Finished GTA V 2 times, played online for hundreds of hours, 0 problems, (on normal/high settings). Now I have an RTX 2070 Super, i7-9700, 32 RAM, on windows 10. a much stronger PC , yet the menu always lags and causes the fps drops, no matter what graphics settings I use. It's especially annoying since you have to go to the menu to access the large map.
Does it lag bad when ur in the first menu when it tells u to pick online or single player because that’s what it does for me I think something is wrong with my gpu ?
I have a feeling it has something to do with Win10/11, or graphics driver features, either on driver-level or OS-level - added or embedded with Win10/11. I get a sort of motion blur on desktop and in games which wasn't apparent in Win7. Haven't pinned it down yet, but I'm searching.

I started Playing GTA 5 Story Mode with Mods on PC back in Late 2021 or Early 2022 and somewhere in Mid to Late 2022 Scripthook and Menyoo Stopped Working and Made it impossible to Play as Everytime I Tryed to Open GTA 5 it would instantly Crash with an Error Message that says that Scripthook has had an Error and is No Longer Working. I got Pissed off and Deleted Gta Entirely And I waited till just Yesterday to Redownload Gta and Test the Mods again and even Now ScripthookV has still Not Been Updated at All and Still dosen't work And Scripthook Only Got Updated One or 2 Times and Menyoo isn't Working still. i Fully Updated Menyoo, and Both Scripthooks and Deleted my Addon Peds Mods and Tryed again and the Game get to the Point where the Rockstar Logo Pops up with the Stars in the Beggining of the Loading Screen and instantly Crashed again Automatically Exiting the Game. Then I did some Research and Found a Forum of Other People who have the Same Problem claiming that Deleting Dinput.dll or Scripthook Fixes it and I Tryed Deleting Dinput and that did stop the initial Crashing and at least got the Game to Start but Now it's Extremely Laggy for Some Reason and I can't Fix it. I have a Lenovo Gaming Laptop that costs at Least $1000 with an AMD Ryzen 9 5900HX Processor with Radeon Graphics at 3.30 GHz, 16.0 Gigabytes of Ram, 952 Gigabytes of Storage on it's Hard Drive and I have Multiple 250 Gigabyte USB Sticks I Backup Most of my Data to that I clear from my PC in the Backround to Free up space whenever I get Low Wich isn't Often. Why TF is GTA Lagging on this PC? it Ran Buttery Smooth for a Year and Now it has 1 FPS and Runs at Potato Speed even when I Run the Game on the Lowest Setting. I don't understand this.

yesterday, after wasting my 115gb of internet, downloaded this game on my RTX 3060 pc. At first instance, the menu screen was lagging, I thought that the gameplay would also lag, but the game was running smooth af at 100+ fps. idk its 2023, but still this shitty lag exists !!
the game itself is very good optimised the problem is that the engine doesnt support more than 150 fps so basicaly the menu lags because it has to many fps if you limit the fps to 150 the lag is gone
dude i upgraded whole pc 13700kf 64gb kingston fury 5600 mhz z690 msi mag rtx4080 tri colore and this shit still lagging !!! i am not playing this anymore
The "solution" I came up with is to change "Raw Input" to "Windows". Still, it doesn't matter much, you usually spend most of your time in gameplay

Thanks for the tips, it worked, I deactivated the vertical sync and it solved itself by limiting the fps to 150 and it worked for me

and i found it very funny that the menu lag only happens when u playing story mode, it never happen whenever im playing online mode

Same! I have a 5600x and 16 Gigabytes of 3600 CL16 Ram SO WHY DOES IT MAKE MY COMPUTER GET SO SLOW!
Also should add that I have a 970 Evo Plus so it couldn't be a loading issue

Iv read that having a high of a frame rate (above 150fps), causes odd issues
