I think maybe it resents having all that work done without returning it to its proper colour. Given it had already been repainted poorly, I think I'd have given in to the temptation to repaint it better. I know it's out of fashion to do that these days, but still.
Should be stripped, repainted, polished, and equipped with things, where possible. Looks very much like my Tourist but the fenders are peaked. Mine aren't. Hope he appreciates the work you did.
To be honest, it's your average honest old bike. I'd be pleased to own it! The big mistake was not making your own honest assessment of what was needed before taking it on. We all adopt fond feelings for things we like and letting things become over precious is a curse. Someone would be happy to take this bike on with the understanding that it needs a full strip and re-finish. Everything is there and generally in good nick. However, I understand and feel your pain.
Problem is you tried to fix it as it is. It's a total strip down and restore candidate, or it would be, if it wouldn't be cheaper to just buy another better one.

It’s a customer’s bike. For myself I would have painted it something non-standard like Oxford blue. But it’s too small for me.
I think that bike has grown fond of you and doesn’t want to go home!
I have to have a good vibe about my bikes otherwise they get put on the back burner.

It’s too small for me. Instead of paying me for parts for both bikes, I wouldn’t mind taking this one in, and salvaging the many good parts.
I feel your pain. I hope a lovely treasure of a bike will come along and give you a new lease on life.
What happened to Raleigh?
I used to be able to find their website, but for the last 2-years, nothing can be found.

Dust yourself off, take a very deep breath with a strong cup of tea and some sugar - start again…

It’s not my bike and it’s customer choice . I stopped doing customer jobs.
Poor old thing.
That high carrier is horrible!
Yup
I have the same bike with a step-thru red frame, and yes the carrier is like that. Crazy. Makes no sense.
Kim
Pity about the paint work it may have made a good bike if left as it was but some good parts.
The first reply mistake l think the jinx must be catching
