I think the reason his definition of biblical theology has taken criticism is because it fails to account for the macro story of God's narrative. Rather than about "salvation" it's actually about the Kingdom of God on earth. Personal salvation becomes embedded in the eschatology of the world's destiny: Jesus ruling as King of Kings from the city that has His Father's name on it, Jerusalem. Since there is salvation from God, it serves this larger purpose of sending His Kingdom on earth.
