The words never came out of firaun as jibrail (a.s) put sand in his mouth because if he said those words or just had said ‘la ilaha illallah’ he would have been forgiven as allah swt is the most forgiving, most merciful❤
He did said the words. It is mentioned in the quran. He repented late and continued to sin his whole life out of ignorance/carelessness because But firon got constant warning from Allah via Prophet Musa (as) which he denied and when firon knew he was going to die, then he testified.
Ibn Abbas (RZ) narrated that Prophet ﷺ said: " When Allah drowned Pharaoh he said, 'I believe that there is no god except the One that the children of Israel believe in.' So Jibreel (Gabriel) said, 'O Muhammad! If you could only have seen me while I was taking the mud from the sea, and filling his mouth out of fear that the mercy would reach him.'"
