He's doing the "floating elbow" or "elbowless" version of seoi nage. There's videos about it on youtube if you don'w know what that is. I've only ever seen Japanese judokas doing this since the early 2000s. I'd be interested to know why Lombardo suddenly started using this variation.
It just works in left vs right. In my opinion it is easier than other Seoi versions from a lapel grip. Lombardo is good at Morote and he is good at getting the inside lapel. Him using floating elbow makes total sense to me.

yeah he said in the ijf interview that he does this version against lefties and "normal" against righties
It’s an easier variation for him too since he’s good at sode. They’re pretty similar
That ude garami looked pretty rough. Lombardo must have really good shoulder mobility
