Here in Oakland California other alert cannot end at lease so easily, even if it's month to month. There has to legitimate intention to move in, Rehabilitate, Or another reason... Maybe a close family member is moving in? Also, if the tenant has a disability then they get a year's notice before a new owner can move in.

Yes, in California there are laws like everywhere else and it's not super complicated to make people move out.
