we are not going to convince anyone, we dont beg for an invitation !!! they have been in an unnecessary fight with Iran in past couple of years , i think its time for not only america but all the countries in our region to realize that iran is still the strongest power in the region as it has been since ages agoo.

That title is misleading, Zarif is not saying sanctions completely failed, they're saying sanctions failed to limit Iran's nuclear program.
