- Joe Biden has urged Israeli Prime Minister Benjamin Netanyahu not to launch an offensive in Rafah.
The call between the two politicians came as Israel began an operation on the city - located on the border with Egypt - where more than one million Palestinians were displaced due to widespread destruction in Gaza.
Biden and his top aides have repeatedly told Israeli officials the move will only lead to more death and worsen the despair in the war-ravaged territory.

Legal frameworks are not largely performative, but power is a huge factor in international law there's no question. Legal frameworks play quite a complex role. They affect how politicians think through their own internalisation, they affect the optics of behaviours. All the talk about violations of the Geneva convention is in terms of the discourse something that has power and legitimacy because the Geneva conventions exist as a legal framework and are broadly accepted.
And of course, there are mechanisms of enforcement. For instance look at Ex Parte Pinochet. Pinochet at the time was in favour with the Thatcher Government, but the British legal system still ruled it could extradite him. You may say that the outcome didn't align with that, but the legal outcome did and of course, that changes the optics immediately.
There are a lot of historic examples of actions that were not self-interested and were guided by international legal norms, we just tend not to remember them as well as the the opposite.
