If you were to make this list today with the same ranking, there would be so much hate about how these characters are ranked which it would make sense. Most these characters have evolved from their original incarnations, like today most people would rank Blocky and Woody way higher because Blocky evolved from a senseless jerk to someone who cares and is actually funny and Woody evolved from a scaredy cat who literally died from cardiac arrest to a character who has come out of his shell and is actually enjoying life. Not only that but some of your higher ranking characters would get placed lowered too. David just has no personality at all, and yellow face barely gets any screen time nowadays other than being a broken punchline. Just shows how times change
