Yes, numbers don't mean much, in the sense that there are many RUclipsrs that do songs and music and have millions of subscribers (yes, millions) and get millions of views and are not signed on to a major record label. Just because you have a following, doesn't mean they see you as marketable. Usually, the industry can turn anyone into a star. However, they really prefer to pick people that have some kind of appeal. Artists that make fans excited and are able to get people to become obsessed and in love with the artist. They need to have that ability to get attention, without even trying. Record labels love these kinds of artists that have star power (even if they have a small fan base or no songs put out), because it's all about money. At the end of the day the music industry is a business and they're there to make money and whoever can get people hypnotized and in love with the artist and spending money on the artist, that would be their ideal candidate. They don't find people like that every day though. Even then, once an artist gets signed, it takes a lot of effort and work to maintain, and not a lot of people want to live the hard and busy life of a celebrity, once they see how much sacrifice is actually involved.
