In fact, I am in a problem and need your help. After I created an Apple account for developers - I was shown payment manually - I tried to pay via 2 cards and there was no response from customer service... Whether the process was completed or not...

Do you mean paying manually at first, then they opened payment for you automatically after you sent emails to them? Wasn't payment automatic from the beginning?

@@源头出苹果开发者 i somehow solved the problem. i called apple support, they literally said "we cant disclose the reason but you cant enroll" :D
i guess the problem was my id, i had gmail mail address account, i created icloud one and somehow they accepted this time

Maybe for Canada and USA the process works much faster. For other countries there are many many issues and the support can answer you once per week or 2 weeks. Apple ...
