- I was conducting a 1st Amendment Audit at the City Hall In Binghamton, NY. Overall, they definitely failed. Although there were some public servants who treated me with respect…Captain Sutliff poorly represented her police department and city. She was condescending, rude and tried to amuse her perceived authority to intimate a good citizen. Hopefully she learns something from this encounter and can be a better representative for her city.

I called the police dept and the mayor to complain. That captain is a disgrace.

In my opinion, the problem isn't the education. It's the culture once a new officer is out in the real world. They don't typically teach corruption in the classroom. Superiors teach that.

This is what happens when public servants are allowed to create political fiefdoms at City Hall and other public buildings such as police departments. They begin to believe that they are the rightful owners of this property and can make the rules as they go along, ignoring the First Amendment That Captain believes she can treat people with disrespect and demand they leave a public building. She needs to go find work in the private sector. If this woman does this in front of a camera, she probably terrorizes the community barking orders and telling people to sit on the curb and shut up and listen to her and "stop interrupting." This woman is the reason there is a disconnect with the community and cops.
You bring up an important point here. She did this all knowing that she was being recorded. It was a show of force and an attempt at intimidation. As I said above, everything she said and did was probably covered and protected by that same amendment #1 that the auditor is relying upon. But she did not HAVE to identify as a captain if she was acting fully in her personal (rather than professional) capacity. She's not just a bully. She's a professional bully.

Since I started watching 1st Amendment Audit's, it amazed me so much that there are so many law enforcement officers that either don't understand the laws they're paid to enforce or they just don't care that I'm almost ready to start my own on the West Coast of Oregon.
