VDV stands for Vozdushno-desantnye voyska which means airborne forces in russian, the VDV is the russian paratrooper/airborne units, i would reccomend trying to hunker down and better equip your battalions, making them and giving them sparce equipment doesnt help, maybe go on the defense and exploit weapon trades and make a few well equipped battalions to combat the enemies, because as it seems the enemy has better equipment than your general newly created units. But thats just a suggestion. Also for trade it should be, trade what you can produce and have a surplus of and import what you need but at a relatively cheap rate.
