  • From mid-2021, we started expanding our ability to monitor how Meta was implementing our recommendations. In July, we created and staffed the Case Implementation and Monitoring Team to support the Board. This team, which has since expanded, monitors and measures Meta’s responses and actions, to understand the impact of our recommendations on Facebook and Instagram users.
    To measure Meta’s progress on implementation, we looked at whether certain criteria for a given recommendation have been met. These vary depending on the recommendation. For example, if we proposed that Meta add extra detail to its public-facing Community Standards or issue a human rights due diligence report on a certain topic, then publishing these externally would demonstrate implementation.
    For other recommendations, Meta would need to provide data which isn’t publicly available to demonstrate implementation. This could mean providing user notification data to prove that it is telling users which specific rule they broke.
