Johnson's position on Ukraine has always been that there was very good reason to support Ukraine, but he insists Biden must state a clear strategic objective, as General Hodges (a very vocal Ukraine supporter) has put it. What is the use of following a weak policy with drip-drip, slow walked deliveries of mostly popgun weapons, that spends lots of money and just gets lots of Ukrainians killed?
Johnson is now attempting to put that requirement in the legislation. However, I do not know what the repercussions to the Administration would be, if Biden ignores the requirement, like he does much other written law.
I would suggest as a penalty cutting all upper level administration officials salaries, including the President's, to $1 per month.

Or the old 126 M2A2 Bradleys that were the same exact variant used in Desert Storm in 1991 that we either had a choice of sending to Ukraine, decommissioning, or upgrading? Weapons have a shelf life and cost money to maintain and upgrade. At some point, it's just more cost effective to give them away, especially if they're going to be used to destroy your adversary's equipment. Why do you think we give away billions of dollars worth of equipment away every year? I mean, we gave Morocco and Kuwait combined almost 300 Abrams tanks in 2022-23 while only giving 30 to Ukraine.

The vast majority of the money is spent in the United States to replace stockpiles that are at or near their expiration dates that we are sending to Ukraine
I.E. the majority of our ATACMS missiles have reached their expiration date, but most of them are still considered to be operational
