Ok, I’m a long time street medic. I can answer your question about why we’re called first responders. Not long after 9/11 the US changed how we respond to large scale disasters. Basically creating a unified National Response Framework. In that plan, as it unfolds from a single or small unit incident (for example, one ambulance, one police car or the first level of response by a fire department. Remember the single level response for a fire dept may change. One engine for a minor car accident vs. two engines, one ladder, one rescue, two battalion chiefs for a structure fire). Because the single first level response of any incident starts there it’s written into the response plan that way because the first response could be any of the police, fire or ems, or all of them is still the first response of any incident regardless of the eventual size and however many agencies of the alphabet soup may be involved. Just a something I can do to help my community. And Thank You for your service. First responder boils down to a frame work of response plans that were developed post 9/11. Reporting party can be a responder, if they are trained and equipped to deal with the situation they are calling in. Several times I have been right behind someone who aces into a canyon wall, or blew through an intersection, or I watch a plane land short or smack a runway too hard. Those are the times I am grabbing a med kit and O2, then walking toward the chaos while calling it in. Usually the ones calling it in are the wave, video and point types. So the first to be sent/toned/called are the first responders, the team with equipment and a plan. Depending on the team, depending on the call, we might have to roll from one role into another. For example: from firefighter in part of a multi agency task force that is investigating an arson. From first due Type6 or Type3 fire engine at wildfire, to getting rolled into a Strike Team that will be on the wildland fire until it is out, or 14, or 21, or 28 days (depending on season, assignment and resources).
As a Firefighter/EMT I will say your question is not dumb. We are know as first responders because after dispatch gets the call. We are the first ones to go help (police, fire, EMS, and dispatch) after we do what we can then we hand patients over to the ER nurses, or coroner depending on the situation.
First responders cuz they're the first to respond to the emergency call... The person making the call is initiating the emergency call. Dispatch then relays the emergency call... Then someone responds responds to the emergency call...
