It costs time and money to try and catch a burglar and unless it is in progress they just give a crime number for insurance purposes because the chances of catching them is almost zero.To send all these cops for a man with a camera that is legal to do just shows that the police have the resources to seal with burglary yet choose not to based on cost not on the crime.

When someones house is burgled it takes the Police at least a couple of hours to arrive. When it's a 'suspicious' looking random place with a guy peacefully recording and having a friendly conversation it takes 4 minutes for armed response unit to arrive followed by another marked Police car with 2 officers. This just shows how backwards and basically useless the Police force really is.

I guess it's a TVP intelligence / data unit, or surveillance monitoring building of some kind. On the roof we can see highly directional antennas in an array, pointing in different directions. These are used for secure 'point to point' wireless communications, between buildings. Probably links to other TVP buildings. Trevor knew exactly what he was up to! after a few minutes of monitoring trevor's body language, facial expressions, rhetoric, etc. - it became quite apparent that his behaviour betrayed a dishonest person. he was of course (as you had guessed), keeping you engaged with conversation until the officers arrived. my suspicion was initially alerted when he disappeared (at 1:35 ) for a couple of seconds - obviously to press the 'panic' button to notify the police alarm central. yes, trevor is indeed 'a snitch', and not the type of person one would want for a neighbour.
