@@SaanWick I never stated that you can unlock them. PLAY BAD TV is a channel made up of 7 friends who mainly upload Rockstar Games content. And some of us have unlocked some rare items over the years and we share them on RUclips.
I hope one day we can get the mask through collector lady like they did to the John, Arthur outfits

Unfortunately there is no way at the moment to get these horse masks. They are all from the Outlaw passes which are no longer in the game.
