I’m nearly done with making the skirt. I used linen for my skirt. Everything was going smoothly until I tried it on before attaching the elastic on. I tried it on and there seemed to be a lot of excess fabric around my waist maybe because I’m petite so the skirt measured a bit longer. I thought attaching the elastic would fix it but I soon as I sewed on the elastic the fabric just didn’t sit well it was overlapping and just didn’t look good. If I fold the elastic twice over you can’t quite tell but what would you suggest I do to fix this?

Yes, the front and back pieces are not supposed to be the same. The back is slightly bigger than the front, and the front waistline is also more curved than the back's.

If the skirt doesn't have a zipper and it looks fitted on your waist how does it pass through your hips.
Hi! The skirt is cut on bias so it’s naturally stretchy. One note is this type of skirt should be made with light weight fluid fabric 👌🏼

If you want it long 2metres or 2 yards is enough. But if you are over 5'6', you might need 2 and half yards or metres.
