Why tf do you need 32GB of RAM? Also for Minecraft CPU first and 1650 is the right move, I got a 5600G with a 1660 and the CPU definitely bottlenecks (1500 FPS 1.8 though but I cap it as I also play Bedrock and it has weird render behavior).
I’d recommend you turn hypertheading off as you got more than enough cores and MC Java is single core so it’s better if it can take a full real core!
