In my view, mayor rules a part of district not a district as a whole hence the area ruled by cdo is greater
To add, mayor is the choosen/voted/elected/lover/representative leader and since we have democracy and not bureaucracy he/she is kept higher in maryadakram.
Mayor has more freedom in putting his words while cdo has to give dull statements complying strictly the constitution. Both are important in management of society and country as a whole.
The power of cdo is assumed declining just because he/she doesn't interact with district dwellers.
