Perhaps it did but it was too late and inertia did the rest, or perhaps it had too much of a delay before they even came on. That's the safety feature on them though, if the handle snaps up into the upright position the brakes are supposed to come on, maybe they're worn or broken, I don't know. They're definitely not supposed to keep going and run you over if you let go of the handle!
He backed out onto the ramp instead of turning it around in the truck or offloading it with a forklift but yeah those power hand Jack's suck they have too much play in what you need them to do
