You don't know why he's a legendary! Dude, look at episode 20 of the anime serie and you will see that this dog is really powerfull. EVERYTHING, that is close to this Yo-kai become automaticly handsome, even the object, food and poster became alive with an handsome face and behavior. This episode was really funny and creepy.

I think they're supposed to be combinations of the yo-kai that you need to befriend to get them. Like Komashura has a bit of Komasan, a bit of Blazion 'n' stuff.
