Had you played any flute earlier? Cause it may be difficult to blow in pvc flute compared to natural bamboo flute. Try with different blowing angels and position of lips.

Had you Put Air Blocker perfectly? If there is any Air leakage then it doesn't work. And also Diameters of holes are not much Larger otherwise it Sounds Noisy.
