I think this line says A LOT. She calmly states she wants to "discuss" the flamethrower that was meant to kill her, she shows no sign of fear in a life threatening situation (even though this is new to hear unlike everyone else there), and at the end her concern is not for her life or her office... only the painfully obvious observation that her intellect and potential are being wasted.
Now, when the conditions became right that's the same sort of motivations that drove someone like Walter White in Breaking Bad... and he wasn't a psychopath. I believe Dr. Wong has all the signs of a textbook psychopath. Rick is a sociopath; the dulled empathy, the impulsivity, self destructive tendencies like risk taking and substance abuse, etc. Wong is something that has the potential to be far more dangerous AND she's one of the few people shown to match the intellect of Rick.

A bit late here, but the big thing about GOOD edgy characters is that they all have one thing in common: They are suffering. They are suffering from a combination of bad luck and their own actions after the fact, caught in a cycle that they can't seem to escape. People who want to be an edgy character don't want to be in pain. They want the cool aesthetic that comes with being a pain-filled mess, without all the baggage. They want people to pity them, but don't want to be pitiful. They want to be the guy who has all the power, not thinking of how much he sacrificed to get there. Including his own humanity.
