actually it's not lichbane there's a passive where if half of your total AP is more than your total AD . 40% of your AP gets added to your auto attack to turrets.

Lich bane does damage based on your amount of ap ;)

Quite a few patches ago riot made it so that ap champions do some magic damage to turrets based on the amount of ap you have. so a fully stacked veigar can do that. at around 1200 ap i can take out a turret in 4-6 basic attacks. add some earth dragons and a sorcery potion and you do TONS of damage to a turret. th lich bane of course helps with that.
