How will the reinforcement differ if it is on grade? The underside of this example i assume is not earth right?

i dont know about "Ø1/2"@7"C/C " what does it mean ??? In my country we usually put Ø12 with space 150mm in this situation ( SI unit )

" means inch. You can use mm also.
