Hoarding is a mental issue , simply going in and taking/throwing everything away wont solve the issue and can actually make it worse , it will look the same again in less than 6 months if the mental issue isnt dealt with properly .
No it wont, because after the cleanup bills go unpaid the lot gets a new owner and the old one gets to try and build his next hoard under a bridge somewhere.
There is no cure for this. The entire neighborhood should not have to be taken hostage by another’s issue. The hoarder should be removed and the neighborhood compensated for their losses.

I saw the reporter there at the desk and did a double take... had to start to video over to see if I was correct in my surprise. I knew Steve was a reporter in California...but, where exactly I was not totally sure. And for a random video to pop up... HI! Steve! Cool to see you in action. We went to school together and I am still friends with your mom....
That is why a lot of these newer neighborhoods have HOA, it’s because of messy people who are either hoarders or just a lot of broken down vehicles. They may paint their house with wild colors or do crazy wild thing with their landscape or just nature take over with weeds out of control. All of this brings down the property values their surrounding neighbors.
Even after cleaning they still need to demolished the home and make it a lot. Retired coast guard military or not, no running water for 2 years, he should have some money saved up with all those checks. It's a shame he looks like that, enough said.
If the homeowner passes away - worst case scenario - the executor of his estate gets the task of having all that cleaned up. Wonder where all that mess will wind up then? Landfill, most likely. Hopefully some of it will get saved and sent for recycling, but looking at the condition of the junk in the video, I very much doubt that much of it will get considered for recycling or resale.
HOA's have told owners what flag they can and can't fly , they have told owners to leave the garage doors open , they monitor where you park , what color window frames you can install and there is a fee for all that telling you what to do. screw the HOA
