Likely ramps, it’s just too low to work on without some elevation.

I have a 95 that has no acceleration/power, stalls at times. Just got it so I'm thinking it needs filter replacement
Maybe, but sounds more sensor related.
pull the relay..start the car..it will run about 5 seconds..voila
Or crank the car, or press the Schroeder valve on the fuel rail, it still leaves the filter full of gas.
