This doesn't seem to be the case because I got rain/snow over 20 times. Do you by chance know anything about this? I went to the vip server only for the first 10 minutes, then the thunder ring appeared. Then I left and came back to the vip server, 30 minutes later there was thunder ring spawn, is that a strange luck?
