That post will rot where they left concrete below the level of the soil and now the base of the post gets to sit with damp soil surrounding it.

I sunk our tanalised wooden fence posts in concrete, in a similar manner 23 years ago. They have just rotted where the wood enters the concrete, so yes they will rot, but don't hold your breath. :)
