Sorry for late reply, but honestly there's no correct way to watch drama cd in steins gate, because almost all drama cd not really connected with one another. But it's recommended you play and complete steins;gate and zero + watch steins gate movie, especially this one drama cd which you must see Kagari first in zero to understand her character

It seems to be generally agreed that this most likely takes place in the Delta attraction field (from My Darling's Embrace). But it could be anything really. The beauty of these Drama CDs is that any inconsistency or bullshit plot point can be easily explained by "hurr different worldline", so there might as well exist a worldline that has both Kurisu alive and Okabe somehow meeting Maho, even though (and i'm going by memory, so I might be wrong on this), there is literally no reason for him to have befriended her.
