A former Tsarina of Russia who was also German invited Germans to settle lands to boost the farming output or something like that. A lot of Germans came to settle. And then around a hundred years later a lot of Germans disappeared.
and when the soviet union deported germans from Poland and Czechoslovakia they also decided to deport this barely related to mainland germany ethnic group

Germans were settled on the Volga River by Catherine the Great in an attempt to show the Russian Peasant's there how to farm. There were also Black Sea Germans as well.
And Baltic Germans, and Danube Germans, and German settlment in Midwest of Usa... and Volksdeuch Germans... there was realy many Germans in the world

I have a rtx 4090 and an intel i9 which are pretty much the best specs you can have but for some reason im experancing only 30fps max in hoi 4 when on speed 5 (in singleplayer multiplayer isnt really played above speed 4 and it's fine there) vsynch is turned off and i dont really see any reason why this should happen?
That's pretty much normal for some people. HOI4 is basically just a truckload of spaghetti code.

Also did you know Germany is technically a formable too? If you play as the shitty definetly not Germany nations (Like Prussia, Bavaria, Kashubia, Silesia etc.)
There are many Germans that used to live near the Volga River now there are very few. Many have moved to Germany democratic Republic (East Germany) after WWII or to Germany after the collapse of the Soviet Union.
Volga Germany is in fact a place where germans settled along the Volga River. they were accepted into Russia and allowed to settle keeping their culture and religion by Catherine the Great (because she was you know... a german princess)
A few tips on playing absolute poverty trash like this:
- You can use civil war to dupe a focus factory (or triple dockyard focus). If you don't need dockyards or can't get them, MIC is best.
- This nation's core pop is on the borderline between whether fascism or communism is preferable. Generic tree communist got reworked to give 400 weekly manpower, which stacks with symbol of Marx manpower to get 900/week, or 46800 manpower yearly. For a nation with ~3M core pop, this is regenerating more than 5% core pop into manpower per 4 years. However, you can also get pop from non-core and puppet siphoning, and fascism justifies wars faster, making it generally better for WC. Communism is easier to get off the ground though.
- Cheapest division to break lines quickly is low width (10-12) with a bunch of soft attack support companies...particularly special forces to the extent you can. In superior firepower this offers competitive soft attack damage/w to most tank divisions after rocket arty, but can obviously be hard countered by high-hardness tank divisions. Good thing AI doesn't use those! GB and mass assault have merit too.

Those insanely obscure formables are just more mounting proof that the devs DESPERATELY want to let loose and push HoI4 beyond its scope as a WW2 simulator and turn it into a grand strategy like EU and Victoria, except set beyond the industrial era. Even somewhere like the caucasus could be a genuinely fun place to play in if the game had a Millenium Dawn-style economic systems and better peace deals that didn't let you annex an entire country in one go, but the game's natural limitations keep reminding them that no, this is a WW2 game. Play as one of the two funny moustache men and know your place, gamer boy.
