So, can ship Captains be arrested for crashes? Even if it were a mistake on their part?
Depends on the country. If a death(s) occurs probably yes here in the US. Each case is different. Coast Guard has jurisdiction I think and they don't play around. A captain could be held. If the captain appears under any influence (drugs or alcohol) they would be arrested just like on land.
