No one wants to cut the budget. Republicans spend as much or more of they are in power. Regan quadrupled the deficit in his time in office. That's like Obama going from 20 billion to 80 billion in 8 years.

It does not take an act of Congress to secure the border. The president has plenty of authority to send the National Guard in there or the Armed Forces if necessary and just shut the border down stop people from crossing the Rio Grande stop anyone from entering the country. He could then reform the process, and when that is complete, considered re-opening the border
