My understanding is that this is a hugely artificial gait for the horse and over the long term, injurious to them. Time for this kind of animal abuse to stop.
When done correctly, dressage is supposed to be strengthening to the horse in positive ways. But I believe it is often not done correctly, even at these upper levels. The horses are overworked, and we are hardly ever able to provide species appropriate environments for them to live in.
The point of dressage is to use gymnastic exercises to build the horse up to do these movements which are then doable for the horse. Horses will prance like this naturally but if it’s overdone or the horse is not given the time it needs to become strong enough it can have negative consequences. It’s called piaffe and passage. Dressage was meant to be a long term partnership but riders these days don’t want to put the years in that it takes and take short cuts.
Poor cats and dogs used like toys and slaves. They all must be back in their natural life 😉. Obviously you dont know horses, and the shared pleasure with humans when working. Horse riding can , and must be a respectuous, dialog. Some riders are brutal. They should be banned..

They are supposed to 'have foam.' This means they are slowly chewing their jaws, which keeps their mouth wet and the bits comfortable in their mouth.
