I have a theory. Dream is defeated, locked away, presumably forever. However, he still has control of Ranboo in some way. In this fact, he may use Ranboo to create a way out that no one knows about, however Ranboo won’t remember this. Dream could then possibly escape, and tell Techno he’s calling in his favor. This would be around the time where Techno has more anarchists in his group, such as the Badlands possibly. They all then team up, with Techno’s favor being called in from Dream. Dream then uses Techno and his anarchists to fight Tommy and everyone, while Dream uses the book to revive someone like Schlatt or possibly something else, something stronger.
He has control, trust me. A villain would make a plan... a smart one would make torture. A villain at their weakest, will have even more opportunity to become greater than before. I for one... would know. Considering where he is now, I have my doubts he will be there forever.

If tommy had simply accepted that death is a natural part of life, and not only that - that it is a permanent part of life, then he would have just killed Dream and been done with it. The question is: what would that mean for the server?
IKR! If I were Tommy then I would kill the root to all problems on the server rather than keeping it alive just and only so that they can revive Wilbur. I mean, it does make sense to revive Shlatt cuz he apparently still has 1 canon life left.
I love Wilbur's shock to hearing that they risk keeping Dream alive so they could bring him back. He assumed they'd all condemned him. I Think Will has the chance for a real redemption arc.

If you think about it, Tommy deserves everything that’s happened. First of all, he’s self centered and when people try to help he still just doesn’t listen.
